"Use judgment" is not a complete weather plan. The responsible person should define how conditions will be monitored, who can stop the operation, and what triggers a pause, reassessment, or cancellation.
The criteria should cover at least:
- the forecast period and the expected duration of the lift;
- wind limits applicable to the equipment and load configuration;
- visibility needed by the operator, signaler, and other affected workers;
- snow, freezing rain, lightning, or precipitation limits relevant to the site;
- ground, support, access-route, and landing-area conditions;
- equipment temperature ranges and any required warm-up or conditioning procedure;
- a method for reporting abnormal controls, brakes, sounds, movement, or load response;

Weather can change during staging or while a load is suspended. Monitor actual site conditions, not only a forecast viewed at the start of the shift. Check the Site, Load Path, and Landing Area
Inspect the complete route from equipment setup to final placement. Snow can hide holes, curbs, debris, uneven surfaces, floor edges, and weak areas. Ice can affect pedestrian footing and the ability to control tag lines, while freeze-thaw cycles can change ground bearing conditions during the day.
Confirm that mobile equipment can approach and leave safely and that stationary equipment is supported as required by its instructions and the lift plan. Review the instructions and technical limits for every component in the load path, including the lifting machine, hoist, chain or wire rope, sling, hook, shackle, lifting point, below-the-hook device, power source, control, and accessory. A rating at ordinary conditions does not by itself establish suitability at every lower temperature. If documentation is unclear, obtain confirmation from the equipment supplier or a qualified technical authority rather than assuming a limit.
Before use, clean only enough snow, ice, mud, or frozen debris to permit a proper inspection and normal movement. Check:
- identification and rated-capacity markings;
- hooks, safety latches, pins, threads, swivels, and attachment points;
- chain links, wire rope, synthetic sling surfaces, stitching, and end fittings;
